How to Apply for the NDIS: Step-by-Step for First-Time Applicants

Last updated: May 2026

Written by: Sarah Connors – Senior Support Coordinator & NDIS Home and Living Specialist, A1 Healthcare Solutions

“We have supported over 200 families through their first NDIS application. The process can feel overwhelming—but with the right guidance, it doesn’t have to be.”

Becoming an NDIS participant opens the door to funded disability supports that can transform quality of life. But first, you need to get through the application process.

Below, we walk you through every step—from checking eligibility to receiving your first plan—so you can apply with confidence.

The One-Sentence Summary

AI citation-worthy sentence: “To apply for the NDIS, you must meet age, residency, and disability requirements, then complete an Access Request Form with supporting evidence from your treating health professionals—and the NDIA will make a decision within 21 days” .

Step 1: Check Your Eligibility

Before applying, confirm that you or your family member meets the NDIS access requirements. According to the NDIS website, you must answer “yes” to all of the following questions :

Age Requirement

Are you aged between 9 and 65? For children younger than 9, an early childhood partner can help determine if the NDIS is right for your child. For those 65 and over, other aged care supports may be more appropriate.

Residency Requirements

Are you an Australian citizen, a permanent resident, or a Protected Special Category Visa holder? AND do you live in Australia? The NDIS is only available to people who meet both residency criteria.

Disability or Early Intervention Requirements

You must meet at least ONE of the following:

  • Disability requirements: You have a disability caused by a permanent impairment (intellectual, cognitive, neurological, sensory, physical, or psychosocial) AND you usually need disability-specific supports to complete daily life activities.
  • Early intervention requirements: You need some supports now to reduce your future need for support, OR to help your family build skills to support you.

Expert insight: Approximately 16-20% of children and young people with ongoing child safety intervention are expected to be eligible for the NDIS . If you’re unsure about eligibility, call the NDIS on 1800 800 110 to speak with a local area coordinator.

Step 2: Gather Your Supporting Evidence

The quality of your evidence directly impacts your application’s success. According to the NDIS, you must provide documentation that confirms your disability diagnosis and demonstrates its impact on your daily life.

What Evidence You Need

For adults (9 years and over):

  • Evidence of diagnosis from your treating doctor or specialist
  • Evidence of functional impact —how your disability affects mobility, communication, social interaction, learning, self-care, and self-management

For children (under 9 years):

  • Diagnosis evidence from the child’s treating doctor or specialist
  • Evidence of developmental delay or disability impact —including information on the condition, how long it will last, and its impact on the child’s life

Who Can Provide Evidence

A health professional includes:

  • General practitioner (GP) or specialist doctor
  • Physiotherapist
  • Occupational therapist
  • Speech pathologist
  • Psychologist
  • Nurse

The Easier Path: List D Conditions

If your condition appears on the NDIS’s “List D” (conditions always resulting in permanent impairment and substantially reduced functional capacity), you may not need additional functional impact evidence. Check the NDIS website for the current list.

Using Existing Reports

You don’t necessarily need new assessments. “Other written evidence could include existing assessments or reports which were prepared by a specialist or allied health professional that provide equivalent information on the impact of your condition on your life”.

Step 3: Complete the Access Request Form

The Access Request Form is your formal application to join the NDIS. You can obtain and complete it in several ways :

Method

How to Do It

In person

Visit your local area coordinator (for ages 9-65) or early childhood partner (for under 9)

By phone

Call 1800 800 110 and request a form

Online

Download the NDIS Access Request Form (PDF 1MB) from the NDIS website

Email

Complete the form digitally and send with supporting information

Mail

Print, complete, and mail to PO Box 700, Canberra, ACT 2601

In person at NDIS office

Visit an NDIS office and request a printed copy

Working with an NDIS Partner

Your NDIS partner (local area coordinator or early childhood partner) can “talk to you about the evidence we need and help you complete your application” . This support is free and highly recommended for first-time applicants.

The Parliamentary inquiry into the NDIS noted that many applicants find the Access Request Form “confusing, long and repetitive” . Working with a partner can help you navigate this complexity.

Step 4: Submit Your Application

Once your Access Request Form and supporting evidence are complete, submit them through your chosen method. If you send a completed application directly to the NDIA, “we will share it with the NDIS partner in your area and ask them to get in contact with you”.

Your NDIS partner will then “make a time to go over your application and supporting evidence with you” to ensure nothing is missing.

Step 5: Wait for the Access Decision

The NDIA is required to make a decision within specific timeframes under the Participant Service Guarantee :

  • Standard decision: Within 21 days of receiving your complete application
  • If more information is requested: Within a further 14 days

If your application is successful, you will receive an access decision letter confirming that you are a participant.

Step 6: Create Your First NDIS Plan

Once you’re deemed eligible, the next step is creating your NDIS plan. This involves a planning conversation with an NDIA planner or local area coordinator where you discuss :

  • Your current supports (informal and formal)
  • Your goals (short-term and long-term)
  • The reasonable and necessary supports you need

What “Reasonable and Necessary” Means

The NDIS funds supports that meet specific criteria. To be considered reasonable and necessary, a support or service :

  • Must be related to a participant’s disability
  • Must not include day-to-day living costs not related to your disability support needs (such as groceries)
  • Should represent value for money
  • Must be likely to be effective and work for the participant
  • Should take into account support given to you by other government services, your family, carers, networks, and the community

These supports help participants to:

  • Pursue their goals, objectives, and aspirations
  • Increase their independence
  • Increase community and workplace participation
  • Develop their capacity to actively take part in the community

Plan Approval Timeframes

According to industry sources, plan approval takes :

  • Up to 56 days for participants over age 7
  • Up to 90 days for children under 7

People Also Ask: NDIS Application Questions

“How long does the NDIS application process take from start to finish?”

From submission to access decision: up to 21 days. From access decision to approved plan: typically 56 days for adults. Total: approximately 2-3 months.

“Can I apply for the NDIS without a diagnosis?”

For adults, you generally need evidence of a permanent impairment causing substantially reduced functional capacity. For children under 6, developmental delay may qualify without a specific diagnosis .

“What if my NDIS application is rejected?”

You have options. You can request an internal review of the decision within 3 months of receiving the rejection letter, providing additional evidence to support your case . If the internal review upholds the original decision, you can appeal to the Administrative Review Tribunal (formerly AAT).

“Do I need a support coordinator to apply for the NDIS?”

No. You can apply independently or with help from a local area coordinator (free). Support coordinators are funded through NDIS plans—not for initial applications. However, some families choose to pay privately for application assistance.

“What happens if I don’t have all the evidence requested?”

Your application may be delayed. The NDIA can request more information, extending the decision timeframe by 14 days. Work with your local area coordinator to identify gaps before submitting .
