Understanding the New and Updated NDIS Federal Budget Reforms

The 2025 NDIS Federal Budget marks a crucial turning point in the ongoing effort to make disability support more sustainable, accountable, and empowering for Australians with disability. From slowing the Scheme’s growth to ramping up fraud prevention, the reforms introduced this year are both ambitious and necessary.

In this blog, we unpack the key updates and explain how they may impact you, your loved ones, or your role as a provider in the NDIS landscape.

Managing Growth in the 2025 NDIS Federal Budget

A major priority within the 2025 NDIS Federal Budget is the government’s aim to bring the Scheme’s growth rate down to 8% by mid-2026. Encouragingly, this year’s forecast shows a reduced growth rate of 9.7%, compared to the sharp 20% increase observed in the previous financial year.

The projected cost of the NDIS for 2024–25 stands at $48.98 billion, reflecting the government’s effort to keep the Scheme financially viable without compromising participant access. This balancing act highlights a commitment to maintaining quality while ensuring long-term sustainability.

ILC Program Revamp Featured in 2025 NDIS Federal Budget

Another important development in the 2025 NDIS Federal Budget is the significant reform of the Information, Linkages and Capacity Building (ILC) program. The government has allocated $364.5 million over five years, with a continued investment of $150.9 million annually from 2029–30.

The redesigned ILC will focus on:

  • Individual and family capacity building
  • Community development and inclusion
  • Accessible information and advice
  • Evaluation of emerging practices

While this signals a stronger push toward non-plan-based supports, the integration of ILC reforms with foundational supports is still under negotiation. Nevertheless, this funding shows the government’s intent to build a more connected and capable disability ecosystem.

Fraud Detection Strengthened in 2025 NDIS Federal Budget

To improve transparency and accountability, the 2025 NDIS Federal Budget introduces $151 million over four years to upgrade fraud detection technology within the NDIA. An additional $17.1 million is set aside for payment integrity staffing in 2025–26, followed by $43.8 million annually from 2029–30.

These measures aim to prevent fraudulent provider activity and protect participant funds. With over 2,100 providers already flagged for suspicious claims, this investment is an essential step in safeguarding the future of the Scheme.

Workforce Reforms Included in 2025 NDIS Federal Budget

The government has also proposed a ban on non-compete clauses for workers earning below $175,000. This change, introduced through the 2025 NDIS Federal Budget, is designed to give frontline workers more flexibility and improve their access to better-paying roles.

Ultimately, this workforce reform is expected to lead to greater job mobility, increased wages, and improved service quality—benefitting both workers and NDIS participants alike.
